Submission Deadline – July 8, 2026

Introduction

Livingston County’s Department of Planning serves as the Designated Planning Agency (DPA) for preparing and implementing the county’s Materials Management Plan (MMP) under Part 115 of NREPA. The updated statewide MMP process, launched by EGLE in January 2024, shifts focus from landfilling to broader material recovery, emphasizing waste reduction, recycling, organics management, diversion, environmental stewardship, and circular economy principles.

Purpose of the Plan

The MMP will establish long‑range strategies for managing materials countywide, assessing current systems, identifying gaps, and recommending sustainable improvements. Core objectives include:

  • Increasing recycling and diversion
  • Supporting organics management
  • Improving public education
  • Identifying infrastructure and service needs
  • Advancing regional cooperation
  • Meeting state requirements under Part 115

Materials Management Planning Committee (MMPC)

Created by Resolution 2025‑01‑009, the MMPC guides plan development and includes representatives from required stakeholder groups. It serves as an advisory forum for collaboration.

Importance of Municipal Participation

Local governments provide essential information about existing systems, infrastructure, ordinances, programs, and community needs. Input will help identify service gaps, opportunities, and priorities for future collaboration.
