About the Board of Public Works
The BPW oversees projects under construction within the County. The BPW also authorizes the payment of bills and invoices for projects under their jurisdiction. Upon completion, a project may be turned over to the municipality for everyday operation.
Projects still under the Board of Public Works include:
- The closed county landfill in Howell Township is overseen by the BPW.
- The Livingston Regional Sewer System located in Hartland Township is under the daily operation of the Drain Commissioner’s Office and overseen by the BPW.
- The Livingston County Septage Receiving Station is overseen by the BPW.

Materials Management Planning
On January 8, 2024, the Director of the Michigan Department of Environment, Great Lakes & Energy (EGLE) initiated the process for each county to prepare Materials Management Plans, under legislation changes to Michigan Public Act 451, Part 115, which became effective March 29, 2023. This plan will replace the existing Livingston County Solid Waste Plan and transition from a solid waste disposal focus to a new materials management system geared toward seeking alternatives to landfilling, reducing environmental impacts, contributing to a circular economy, and identifying the highest and best use for all materials including recyclables, organics, and solid wastes.
Livingston County Board of Commissioners Resolution #2025-01-009 established the Materials Management Planning Committee (MMPC) as a permanent body in accordance with Part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended
Materials Management Planning Committee (MMPC)
The Committee advises and assists the county with its responsibilities to prepare, develop, and implement the Livingston County Materials Management Plan pursuant to Part 115.
